By HSAP Board Policy, this list does not include Registered Parliamentarians or Professional Registered Parliamentarians who have opted not to be listed on the NAP online directory or those who have elected retired status, unless otherwise requested in writing and approved by the HSAP Executive Board.

A Parliamentarian, according to Robert's Rules of Order Newly Revised (12th ed.) is a consultant, who is ordinarily appointed by the organization's president and "advises the president and other officers, committees, and members on matters of parliamentary procedure. The parliamentarian's role during a meeting is purely an advisory and consultative one since parliamentary law gives to the chair alone the power to rule on questions of order or to answer parliamentary inquiries."

Alternatively, an organization may invite a parliamentarian to serve as a temporary presiding officer. [see RONR (12th ed.) 47:46-56]

Contracting with a parliamentarian will usually entail portal-to-portal travel expenses and time necessary to review the organization's governing documents.

When contacting a Registered or Professional Registered Parliamentarian from the above list, please state:

  • whether the request is coming from the organization's president, board or CEO;
  • whether or not your organization has adopted the current edition of Robert's Rules of Order Newly Revised as its parliamentary authority;
  • whether the event is a convention or a regular, annual, special or adjourned meeting;
  • the name of the organization and the date, time and location of the meeting.

We recommend you contract as far in advance as possible. The few parliamentarians in our state have fairly busy schedules and often confirm appointments months in advance.
